Organized by the Education Reform Initiative of South Eastern Europe (ERI SEE) and the Regional Cooperation Council (RCC), two very important events that is the Seminar on Recognition of Academic Qualifications and the First Meeting of the Joint ERI SEE – RCC Working Group on Recognition of Academic Qualifications were held in Belgrade on 14-15 Decembar 2017.

Seminar on Recognition of Academic Qualifications Belgrade 14 12 2017First Meeting of the Joint ERI SEE RCC Working Group on Recognition of Academic QualificationsThe first day was dedicated to the Seminar on Recognition of Academic Qualifications which gathered the representatives of ministries of education, ENIC/NARIC centres, higher education institutions and students from Bosnia and Herzegovina, Serbia, Montenegro, Albania and Kosovo (the name defined with the UN Resolution 1244 from 1999). All participants, from their point of view as representatives of different institutions gave their overview related to academic recognition as well as obstacles they are encountering, policy and legislative framework, statistical data, challenges in the recognition of academic qualifications, student experiences with the recognition of academic qualifications and key challenges students face either with the ENIC/NARIC centres or higher education institutions.

The second day was dedicated to an arrangement of the working group on recognition of academic qualifications. The actions on the recognition of academic qualifications were outlined in the Multiannual Action Plan on the Regional Economic Area (MAP) build on the priorities outlined in the South East 2020 Startegy and the work carried out by the ERI SEE as the part of the ERI SEE Work Programme. The Working Group on Recognition of Academic Qualifications (WG RAQ) will be responsible for preparing joint regional activities to ensure the implementation of the MAP actions aimed at removing obstacles to the recognition of academic qualifications. Specifically, the WG RAQ will work on a drafting the proposal on procedure of the fast track recognition of higher education qualifications, an adoption and implementation of a proposal on procedure for fast track recognition, establishing an operational sub-regional network of ENIC/NARIC centres, developing a joint online system to share information and strengthening of cooperation and exchange of information between quality assurance agencies. The members of the WG RAQ will consist of three representatives of each country, out of them at least one should be representatives of the ENIC/NARIC centre. The Draft of Working Plan for 2018-2019 was also agreed and within a week all participants can send additional proposals on the Draft. The Second Meeting of the the WG RAQ should be held in Tirana, Albania, probably in March 2018.
