Within the Twinning project between Bosnia and Herzegovina as a beneficiary country and Croatia, France and Latvia as member states, entitled Strenghtening Institutional Capacity for Recognition of Qualification in Bosnia and Herzegovina, an analysis of existing legislation regulating recognition of higher education qualifications has been done. The analysis is a result of joint work of twinning partners and it will be used for further activities within the Project.

We take this opportunity to call all stakeholders to give comments, remarks and suggestions for the purpose of giving additional value to the analysis. In Pаris, in the UNESCO Heаdquаrters, from 18 to 22 March 2019, the Second Intergovernmentаl Meeting on the Globаl Convention on the Recognition of Higher Educаtion Quаlificаtions wаs held. Representаtives from 140 countries with а right to vote, аs well аs 19 institutions аs observers, аttended the meeting. In December 2018, at the First Intergovernmental Meeting every single pаrаgrаph wаs discussed by the аttendees very precisely аnd thoroughly, аnd in some cаses if а consensus could not be achieved the voting was needed to be tаken to аdopt pаrаgrаphs.

Representatives of the Centre for Information and Recognition of Qualifications in Higher Education attended the Second Meeting of the Adriatic ENIC/NARIC centres. The meeting was held in Tirana, on 30 January 2019, in the premises of Ministry of Education, Sport and Youth of the Republic of Albania. Beside the representatives of the Centre, the meeting was attended by representatives of the ENIC/NARIC centres of Italy, Albania.

The Centre for Information and Recognition of Qualifications in Higher Education has published new Recommendations.

Recommendations on the Recognition of Foreign Higher Education Qualifications for the Purpose of Further Education were published in the „Official Gazette of Bosnia and Herzegovina“, No: 01/19, on 11 January 2019. The Recommendations are the result of the Centre's endeavor to facilitate the recognition of foreign higher education qualifications in Bosnia and Herzegovina and to bring closer the practices of recognition of the European Area of Recognition (EAR) to the competent recognition authorities in Bosnia and Herzegovina.

The First Negotiation Meeting on the Agreement on Mutual Recognition of Professional Qualifications of Doctors of Medicine, Dentists, Architects and Civil Engineers was held in the organization of the Regional Cooperation Council of the countries of South East Europe (RCC). The meeting was organized in Montenegro, Podgorica, on 20 and 21 December 2018. The meeting was attended by representatives of six economies: Montenegro, Albania, the former Yugoslav Republic of Macedonia, Serbia, Bosnia and Herzegovina and Kosovo (name defined by UN resolution 1244 from 1999). Bosnia and Herzegovina was represented by representatives from the Ministry of Civil Affairs of BiH, a representative from the Ministry of Foreign Affairs of BiH and a representative from the Centre for Information and Recognition of Qualifications in Higher Education.

In the organization of the Regional Cooperation Council (RCC) in Tirana, Albania, on November 13 and 14, 2018, training for negotiating teams was held that will conduct negotiations on the Agreement on Mutual Recognition of Professional Qualifications of Doctors of Medicine, Dentists, Architects and Civil Engineers between 6 economies of the Western Balkans. Training was the first step in the negotiation process, aimed at preparing negotiation teams for the process itself.
